Try updating to selinux-policy\* from updates-testing.

I've returned to my rawhide-to-F20 installation:

# setenforce 0
# rpm -ivh compat-lua-libs-5.1.4-5.fc20.x86_64.rpm

That's with selinux-policy* 0:3.12.1-106.fc20 and kernel 3.12.7-300.fc20.x86_64

Updating to my usual  updates-testing  setup, I cannot reproduce anymore.

---> Package selinux-policy.noarch 0:3.12.1-106.fc20 will be updated
---> Package selinux-policy.noarch 0:3.12.1-117.fc20 will be an update
---> Package selinux-policy-targeted.noarch 0:3.12.1-116.fc20 will be updated
---> Package selinux-policy-targeted.noarch 0:3.12.1-117.fc20 will be an update
