Secretary duty instructions added to https://fedoraproject.org/wiki/QA:SOP_Blocker_Bug_Meeting

Hi, folks. Just wanted to let the group know I added a section covering
secretary duty to the blocker meeting SOP:

https://fedoraproject.org/wiki/QA:SOP_Blocker_Bug_Meeting#Secretary_Duty

as this is fairly uncontroversial stuff just explaining an
already-existing process I didn't think it needed drafting in advance -
we're not setting policy here, just explaining how to do something that
already happens. But as always, comments / questions / suggestions /
complaints welcome! Especially from anyone else who's done secretary
duty, or anyone who's been interested but intimidated. Those who've done
it before, did I cover everything? Correctly? Those who've never done it
but would quite like to, does this look like an understandable
explanation? Would it give you the confidence to volunteer as the
secretary at a blocker review meeting and feel like you could do a good
job based on these instructions?

Thanks!
