I don't see how we could show it any _later_ - it has to be before the kernel is booted, obviously. Or do you just mean 'put it lower in the list of options'?
Maybe what should happen is when basic graphics mode has been selected at installation, an extra stanza should be added to grub.cfg, an additional one containing nomodeset and labeled something like failsafe or nomodeset fallback or video setup mode, and the default/first omitting it.
