This is possible in current (post-beta) versions.

This has been implemented (post-beta) generically and also specifically
for lvn, but not yet specifically for btrfs. (From installer POV btrfs
volumes are analogous to a vg while subvolumes are analogous to lvs, for
the most part.)

This is not supported or planned. The corresponding functionality for
lvm would be to add/remove pvs from a vg, which has never been supported
at OS install time in Fedora either.
