Yeah, that's OK, because it turns out no such thing exists. There is an llvm11 package that includes lots of /usr/bin/llvm11-* binaries, but clang11 is limited to clang11-libs and clang11-devel, there's no package to install the clang-11 compiler on F34. So there is, in fact, no solution to clang major version upgrades except to build a new clazy to match.
