No, this is ONLY for people in the provenpackagers group. This is different from packagers.
Provenpackagers are essentially a higher level of access to the build system and can push/fix builds in almost any package. And just like not everyone gets the root password on a shared system, not everyone needs to have the provenpackager status if they aren't actively needing it.
