The complete naming policy is viewable at

There's nothing there about offensive package names.

And feel free to type 'dnf search fuck' to see existing examples of what
overly sensitive people might see as offensive package names.  We even
have a "Do What The Fuck You Want To Public License" (WTFPL) though for
some reason https://fedoraproject.org/wiki/Licensing:Main obscures the
word "Fuck".
