Is this question about sl, the steam locomotive? At least the license
text is identical.

The package seems to be in Fedora (as 'sl') with a license tag of
"Copyright only". It is accompanied by some email from the upstream
author and a pointer to Debian's copyright file. In the package
review[1] it is stated that the licensing issues were resolved.
