A human actually needs to look at what's in the tarball. 2) You actually have to look closely at the build output to notice the rpm complaint about there not being duplicates in %files, because it doesn't terminate the build or even complain that loudly. If a human doesn't do the check, the check doesn't get done. The automated tools are just tools.
