You mean "Packages in FC7 that have .fc6 as disttag"? Easy: That happens
if a packages was never rebuild during a devel cycle. And that happens
quite often:

[thl@truhe ~]$ lftp -c "open
http://ftp-stud.fht-esslingen.de/pub/Mirrors/fedora.redhat.com/linux/extras/development/SRPMS/;
ls" > tmpfile
[thl@truhe ~]$ wc -l tmpfile
2921 tmpfile
[thl@truhe ~]$ grep '.fc6' tmpfile | wc -l
982
[thl@truhe ~]$

Those 982 packages are in my opinion good candidates for not using dist.
