As a strict "MUST NOT" it is still insufficient, as it may happen that an application still uses an old libtool ltdl to link libtool archives at run-time. You simply cannot avoid the lengthy discussion about the pitfalls of including linkable libtool archives (as outlined in the foot-note) and the consequences of exluding them or removing them when it's too late.
