Better. Originally we just didn't take the time to cover and explain
corner-cases, because the longer it gets, the less easy it becomes for new
contributors.

As a strict "MUST NOT" it is still insufficient, as it may happen that an
application still uses an old libtool ltdl to link libtool archives at
run-time. You simply cannot avoid the lengthy discussion about the
pitfalls of including linkable libtool archives (as outlined in the
foot-note) and the consequences of exluding them or removing them when
it's too late. It's similar to the "*.so -> devel" problem, which is not
understood widely yet either and cannot be covered sufficiently with a
one-line policy.

/lib is included in run-time linker's standard search path, too, btw.
