Description: MinGW base filesystem and environment

This is the base component which sets up the filesystem
and environment used by all Fedora MinGW packages. The
filesystem layout is explained in the packaging guidelines:

http://fedoraproject.org/wiki/Packaging/MinGW#Filesystem_layout

Note that there is no upstream for this package, since it's
something which is maintained and evolved by the Fedora MinGW
SIG ourselves.
