The fedora-review tool confusingly reports “Dist tag is present” when it thinks the dist tag is *not* present. However, fedora-review still does not understand rpmautospec, which creates the dist tag when it substitutes %autorelease. The spec file is correct and it is fedora-review that is wrong.
