I think it is not necessary. Let's keep it within the main
package. In the future, if there is a need for separating it into a
subpackage, it can be done then.

This IMHO isn't true. Check this out:

Whatever option you prefer, you will be the one maintaining it :-)
Personally, I don't ship HTML docs for my packages.

If you decide to ship the HTML documentation, it should IMHO go into a
subpackage.
