I have edited the ldconfig macro to point to /sbin/ldconfig, rather than
/usr/sbin/ldconfig. 

Note that on Fedora, this change won't make a difference because %ldconfig is
not defined. This is by design for fedora >= f28. See:

Also note the latest package has no dependencies on ldconfig when built on
Fedora, which is what we want:
