Ok, I've looked at this in more detail, and it looks like upstream is *not*
designed to be built as a library, but Debian has some patches that make it
work.

According to the guidelines, because it's not designed to be built as a system
library, I could bundle it.  On the other hand, because Debian has already done
the work and upstream is basically dead, I would be willing to package it if
you feel strongly enough on the subject.
