Updated spec file for version 5.3.6 of racket.

I moved the static libraries back into the racket-devel package.  No doubt
someone will complain about this but the upstream developer documentation makes
it clear that these files are necessary for developing extensions for the
racket interpreter.  The racket documentation is huge and so it was easy to
overlook, thanks Jan for the link.

Jan is correct about the reason for the explicit dependences.
