I would argue that this isn't a bundled library then. It's not intended to be
built as a library. However, if this were used in other packages it still would
mean having multiple copies of this in the repositories. 

I'm not a C programmer so I don't know how to investigate this myself (or
really how to properly define the problem), but are all the functions provided
by this "helper" non-library private? In other words, we don't expect that two
programs using this software would/could somehow "collide"?
