Does that buy us any clarity? macros for make,rm - no, just the mandriva spec file had it that way. I presume all the ${__xxx} instances should be simply xxx - fixed in the next version. library package name - that contains a whole bunch of libSC*.so objects, which is the primary purpose of that library. Same for the name of the devel package.
