(you could try the just released sc3.4 packages for fc13, of course)

You need to properly configure SwingOSC in
SuperCollider/SCClassLibrary/SwingOSC/SwingOSC.sc (I don't know where in
your system this would have been installed) to point to the .jar file. 

Do you have the openjdk java packages installed?
