The Fedora Globalization (G11n) team would probably be the best points
of contact for this. I'm not sure on the specifics, but I believe Zanata
is the tool that would be needed.

No this is an Infra task, not G11n. The developer portal actually is on a cloud instance, and it needs to bet set up to pull files from Zanata and build the pages for all languages.
We need to create the project and to create the source file, do the markup and push it out to Zanata. Then L10n teams can translate it in all languages.

@Petr: could you file an Infra ticket for this? Also, you will probably need a ULS somewhere, you can take also the websites one if you like.
