Perhaps adding an additional low traffic mailing list for non-noisy
announcements such as the "please rebuild your packages" announcement,
or mailing each developer individually, i.e. not through a mailing list,
would get rid of this problem.
IIRC, there were nagmails sent to each and every maintainer with unbuilt
packages a few days ago. So yes, we do this sort of thing.
