Who says numpy doesn't provide it:

/usr/lib/python2.4/site-packages/numpy/core/include/numpy/arrayobject.h

What the bleep is it doing in %{_libdir}???  How the bleep am I
supposed to patch the Setup.in file when it could be located in either
/usr/lib or /usr/lib64?

Shouldn't these header files be located in %{_includedir}?
