Sure - along the lines of what Axel suggested.
If you are going to upgrade a shared library in Extras, you have to
provide a compatibility shared library for the older version - which can
be removed from the repository after a period of time when no packages
are using it any longer.

devel package for the compatibility library need not be provided.

If not the above, then at least a wiki page where the update must be
announced - so that an announcement can go to appropriate list when such
an update is planned.
