No, but it's what fedora-usermgmt does.

YOU are dictating uid ranges, YOU are fixing uids, you are forcing
packagers to pollute their specs with YOUR proprietary stuff.

AFAIK, fedora-usermgmt does nothing different than usual useradd behavior until it is configured by local admins. Nobody (other than the local admin) is dictating/forcing anything.
