In the case of dap-server I guess this wouldn't have helped, as I allready
had tried to get rid of it, upstream was convinced, but using the fedora core
version wasn't implemented allready. I think that that case really deserved
an exception.

That would have avoided the issue, I believe. And it is good practice, so 
let's enforce it. It raises the cost of doing a review, but I believe it
is worth it.
