If lcov calls /usr/bin/gcov, esp. if it contains a hard-coded reference
to this file, is absolutely perfect.

If lconv calls "gcov" on $PATH, then there'd be some room for
argumentation.

"R: gcc" would break if gcov once should be moved out of the gcc
package. A "R: /usr/bin/gcov" would remain valid.

As usual in such cases, there is no "black or white". It depends on a
package's details.
