At some point in time, yes. The difference is that we remove them at the
beginning of a development stage, not at the end.

There is no silver bullet. Every package, which is removed from the
repository but is still installed on a user's machine, breaks a yum
upgrade badly as soon as dependencies change in incompatible ways
(e.g. soname changes).
