The rest of the license seems to countermand this one line but to be
clear it is not an issue for -extras-list. This is for red hat legal
counsel to look at.

Curiousity - is this a recent addition to their license?

It's been there since version 4.0 and comes from the JOSL-1.0 license, on which this one is based.
