Plus, there's also the _git_ changelog, which is packaging and distro
related changes _too_.

I guess what I'd like to see is two things:

 A: package / distro changelog
 B: user-useful changelog

And then:

  dist-git: A
  rpm changelog: A
  bodhi: A & B
  appstream: B
  release notes: B
