I can't help you with Perl as I know nothing about that language.  But I'll take a careful look to the Kickstart part.  
What is exactly your difficulty?

  * if it is not for end user
  * or if it everything is duplication of other release notes
  => we should only give a link to the pertinent documentation

I image it is a huge work to produce release notes, but can you please 
make it a little bit easier for Fedora 24 ?
