Release notes translations - a little simplification

Hi there,

I'm one of the contributors of the translation team.

I had difficulties to translate some technical parts of f23' release notes.

The most difficult one, Perl :

The other programming language were ok, keeping it to the minimum or with fedora context, plus a link to the place to have technical details.

Kickstart part was also a little bit tough : https://docs.fedoraproject.org/en-US/Fedora/23/html/Release_Notes/sect-Release_Notes-Changes_for_Sysadmin.html#kernel

In my understanding :
 * if it is not for end user
 * or if it everything is duplication of other release notes
 => we should only give a link to the pertinent documentation

I image it is a huge work to produce release notes, but can you please make it a little bit easier for Fedora 24 ?
