This has been explained many times before. Pointing to third party repositories/ explaining what they provide is a *legal* issue. Pretty much all of them include free but patent encumbered code. Ubuntu is legally based in Isle of Man and has different legal restrictions. Even they cannot point to any repository that includes libdvdcss for example. You have to use a third party repository (medubuntu) which Canonical/ official ubuntu websites are careful not to point to.
