For potential contributors apparently it is easier to build their own private updates from tarballs (or RHEL/Fedora N+1 src.rpms). Even current Fedora users often (see various web forums) try to fix issues themselves with builds from source code instead of submitting problem reports in bugzilla and working together with the Fedora packagers. You can see rumours that claim how rebuilds from source work while rpms from Fedora would not work, and getting those people to help in finding and preparing officially fixed rpms is hard. One big problem is accountability. With roles like "package maintainer" or "reviewer" (who approves something) come responsibilities.
