Well, since you included me in that conversation, I would like to note that the simple layout changes suggested here usually do not require invasive patches and can easily be maintained which is one of the usual pain points otherwise but I do not maintain any Xfce package and just the Xfce spin/live cd so this is upto others to decide.

Also I do personally prefer a double panel with the layout I have filed a RFE on, a while back, rather than a single one but if there is a more universal appeal in doing things otherwise, I can go with that choice. Notifying upstream is a good idea nevertheless. The current upstream default seems more reminiscent of their CDE look alike legacy rather than anything to do with usability.
