Why on earth would anybody start out on Fedora, and then move over to
RHEL/CentOS when it nears EOL? Better start off on RHEL/CentOS...

That puts you about a year and a half behind if you wait for the release before starting. Or you are developing to wildly different libraries, database versions, etc., etc. if you develop on the current version for something you plan to run on the next one.
