What I find odd is that kdelibs does have a noarch subpackage.  Now,
kdelibs-apidocs is enormous (240MB compressed RPM) so I can understand
the exception, but if there are rules about how much space needs to be
saved or how large the noarch subpackage has to be then it would be
nice to have them written down somewhere.

It's not as if the extra-arches hack is difficult to set up, so I'd
imagine that the threshold would be pretty low, but it's quite
possible that there's some overhead or disadvantage I'm not aware of.
