What I meant by fix up is have the same time to respond and same outcome
period, instead of a ton of different potential timeouts and responses.
The various stages of timeouts are confusing to begin with, having to
choose one and remember to follow which one is even worse.
Ah, yes. That makes sense. Policy modified according to your suggestion
