No. Free Software developers only have to release the source tarball, and let us Fedora packagers take care of maintaining the Fedora package (and likewise, Debian packagers take care of maintaining the Debian package, Gentoo packagers take care of maintaining the Gentoo ebuild etc.). Proprietary apps specificially forbid us from doing this in their license, that's why they have a problem.
