It makes it something that needs to be manually reviewed. If an assignee
started his own cleanup process lately and asked "is this still a
problem" without answer he can finish the procedure and close the issue
himself (was going to anyway).

OTOH if he bothered the reporter with a "is this still a problem" and
the reporter made the effort to answer or to block an abusive closing,
doing it *again* via a bot a few months later will just have the
reporter quit in disgust.
