The point remains though: no matter what side of the fence you sit on regarding greater package granularity, I think Tom is bang on the money - crafting a guideline to fit the broad and diverse range of upstream packages in order to achieve your desired goal seems impossible to me. Arguing over the merits or otherwise of increasing the packaging granularity isn't going to change anything.
