Keeping a copy of (or tracking) patches submitted to upstream might be useful, but really not essential. This smells an awful lot like centralized SCM (CVS-like) mentality. It will /not/ scale! It will be a horrible pain for anybody tring to work with this if they have a slow network connection to Fedora (yes, that means almost the whole world).
