In most cases, but not when there are a lot of commands/apps in one
package. And also it may depend on the user base (that is sometimes it
is easier for users to test some part of a package than for packagers,
in that case it may be better to wait for bug reports. Of course this is
untrue for packages for mass user consumption, but may be true for niche
packages which only target experienced users).
