It's "should" here again.

The app may work fine in the reviewers environment, but malfunction in a
different environment. For the reviewer it's called "best effort". The
reviewer is encouraged to perform at least some tests. But to define what
_must_ be tested and how to create a protocol for reproducibility and
accountability, is the fundamental problem.
