Not always sufficient. Most of the time I want yum to prioritise, it's
when it downloads a package from a remote repository which is actually
also available from a local one (with a file:// URL). I'd want to
priorities my local caches over the remote repositories, which can't be
done with the signature (although yum arguably ought to do that one for
itself anyway).
