For Core to be relevant to people, it has to be useful out of the box. This rules out the absolute minimal Core IMO. In terms of what goes in, I would think that is should be packages that are useful to the majority of users in any one segment. This view would support having in Core apps as diverse as GIMP, Apache, JOnAS. One important aspect that seems to be overlooked when we talk about applications included by default in Core is the message that it sends. Namely, "a lot of experienced people have looked at alternatives, and we think that this particular one is the one that's most appropriate for most people". In other words, we're giving certain applications more weight then others.
