suggestion: move all java packages to extras

B/c of the rapidly evolving nature of the gcj and related java tools,
what if we moved them to extras so that work on those packages could be
both public and move faster?

It would be a big savings on the size of core and it seems like adding
those packages over there would be the most correct as the java packages
don't really have any necessary reason to be in core.

What do you think?
