Not sure *where* you would need to propose such a change (releng?
infra? fesco? ...), but if I had to vote on the decision, I'd +1 it :)
releng, I'd say. It's a releng script that sends those mails. Creating
the list would be infra but it's mostly the same people and there's
probably no need for two tickets.
We did this for test reports a while ago, it seems to be working.
I've created the `releng` ticket [1] though I feel it'd need at least
some discussion in one of the other relevant groups (FESco?). They're
probably being sent to devel@ for a reason :)
