If one of those co-maintainers is there to maintain a specific part
of the package (a given feature, bindings to $LANGUAGE, ...), how do
you ensure he is not promoted to main admin?

If it is not best decision (very likely) then they have all time in the world to swap places. But without the 6-week presure that the package will be retired.
