I your SPDX case, you should be happy that packages are removed from Fedora faster.

Yes, there will be cases where a co-maintainer is not responsive, but we shouldn't design our policy to assume our maintainers are doing a bad job by default.Hold on. Non-responsive maintainer != bad job.Fedora is made of volunteers. They have they own work. They own priorities. Maybe they just become parent. Or they have hard times. And they do not want to be connected right now.And then we have a package that have release every few years. The spec changelog consists of "mass rebuild for FXX". And the package works without problem. And we have many of such packages. And suddenly main maintainer orphans the package. And we have 6 weeks window where we need to find a new maintainer. In situation where there is co-maintainer - likely willing to take over the package. But if he did not read emails in 6 weeks, does it make them doing a bad job? I do not think so.
